Procurement data is public by law and hard to read: search works by keyword while the bid depends on the exact item, and reference prices are scattered across annexes and systems.
The constraint
Every claim points to the document that supports it. Prices are suppressed below 15 observations, and partner lists mask personal data behind audited access.
The approach
Work at the item level: homologated prices by catalogue code with quartiles and comparability warnings, a company lookup by CNPJ with cited registry data, and item search built from the annual procurement plans already published.
The outcome
In construction: version 0.9 runs on staging, and production has not launched yet.
